Stack Sovereignty
The ability to govern a system by controlling the layers beneath it.
Stack sovereignty is the ability to govern a system because the essential layers beneath it can be audited, constrained or owned: data, model, compute, deployment and institutional mandate.
A public authority cannot promise meaningful accountability if the decisive infrastructure sits outside its reach.
This is why the argument moves from ethics to ownership. Governance without stack control becomes theatre.
